This is an Effanbee "Patsy" boy doll, specifically a Black Patsy Exclusive Edition doll. The doll is wearing a red-and-white gingham jumper with a black bow tie and a matching hat. These dolls were produceebayd as a limited edition in 1986 exclusively for Shirley's Dollhouse.
The Effanbee Doll Company was founded in 1910 and is known for its collectible dolls, with the Patsy doll being one of its most famous creations from 1927. The doll was originally made of a composite material, but later versions, like the one in the image, are made of all vinyl.
